What His Excellency the Minister Is About
Through a mix up, Rafat Rostum comes to occupy a ministerial seat he never deserved. He manages to keep hold of the office for a long time, but he begins to have violent nightmares and asks Ateya, his office manager, to come with him to the north coast in the hope of stopping them. The film does not tell the rise as a story of success; it shows what office does to a person and how it is defended. The account does not use the nightmares as psychological decoration and gives them as the answer to what the man knows. Bureaucracy and the calculations of those around him form the ground of the story. Ahmed Zaki and Yousra appear in Samir Seif’s hundred and fifteen minute Egyptian film, completed in 2002.
