The film is set during the currency reform of 2016. The old banknotes have suddenly been declared void. People are trying to hide the money they hold. An honest police officer sees the situation. His wife has cancer and he needs money. His posting is in the phone tapping department. He begins using that access for himself. That is how he learns who is hoarding cash.
