What Report to the Commissioner Is About
Bo Lockley is a rookie in the New York police, a quiet man his colleagues do not take seriously. On his first real assignment he is told to find a woman who has attached herself to a drug operation around Times Square. Nobody tells him she is a police officer working undercover. Milton Katselas' film does not move like a conventional crime picture; it is told from inside the inquiry assembled after the fact, the report of the title. The question is not who committed a crime but how an institution goes about cleaning up its own mistake. Michael Moriarty and Yaphet Kotto take the leads, and a young Richard Gere turns up in a small part. It is a bleak production that uses the New York of the seventies exactly as it was.
