Panja Abhiram is a young man. He wants to change the political system from the inside. He sits the civil service examination. He comes first in it. He is appointed a collector. Wide powers come with the post. His target is what goes on around a lake called Telleru. An organised network runs there for profit. At the head of it is the leader of the ruling party, a woman named Visakha Vani. Abhiram also finds his own father in front of him, since Dasaradh belongs to the same system. He is blocked at every turn. The film leaves the question open, which is whether one young man can change the fate of his own district. Sai Durgha Tej, Ramya Krishnan, Jagapati Babu and Aishwarya Rajesh appear in the hundred and fifty two minute film, an Indian production Deva Katta finished in 2021.
