What 64: Part 1 Is About

1989, the last year of the Showa era. A girl is kidnapped and killed, and the unsolved file becomes known inside the force as Case 64. By 2002 Yoshinobu Mikami, the detective who worked it, has moved to the press office; his relations with reporters are strained and his own daughter is missing. The statute of limitations on 64 runs out in a year. Then a similar kidnapping happens and the rift between criminal investigation and administration widens. Takahisa Zeze's film is less a procedural than an institutional reckoning, and the tension is about who will say what.
