The film is set in a town at the edge of the British empire. The town is called Hope. Dorothea Brook wants to get her sister Rose free. Rose is pregnant and in the hands of a fortune hunter called Fraser. William Poyner, a local politician, is short of money. He thinks marriage to Dorothea would save him.
