Wong Fei-hung moves his martial arts school and discovers rather late that the building next door is a brothel. Because of the neighbours he blunders into the business of a kidnapping ring. Wong Jing made this by taking the same folk hero Jet Li was playing entirely straight in another series and turning him into comedy, which is where the fight in a rooster costume comes from; the Chinese title is the iron rooster against the centipede. Wong Fei-hung was a real physician and martial artist, and calling him a Chinese Robin Hood flattens the story.
