What Shake Hands with the Devil Is About
At the end of 1993 the Canadian Lieutenant General Roméo Dallaire is put in command of the United Nations mission in Rwanda, a force that is underfunded, buried in bureaucracy and assembled from dozens of countries each working to different instructions. When the genocide starts, his requests for help go unanswered, and what the film is finally about is not only the killing but the world watching it without moving. Roger Spottiswoode adapted Dallaire's own book. A 2004 documentary carries almost the same title; that one is Peter Raymont's.
