Morgan Freeman narrates this Brazilian documentary, which traces the war on drugs from the day Nixon declared it in 1971 through four decades of enforcement. Fernando Grostein Andrade moves between the United States, Colombia, Russia and Brazil, counting the cost in filled prisons, hollowed neighbourhoods and a market that never actually shrank. Bill Clinton, Jimmy Carter and Fernando Henrique Cardoso all speak on camera, and the Global Commission on Drug Policy gives the film its spine. It is openly an advocacy piece: it argues that prohibition has failed and that treatment should replace punishment. The governments and specialists who reject that conclusion are not given room to answer here.
