What Kids for Cash Is About
In Luzerne County, Pennsylvania, two judges, Mark Ciavarella and Michael Conahan, took millions of dollars in exchange for sending juvenile offenders to a private detention facility. The old publicly owned centre was shut and a private one put in its place, and between 2003 and 2008 the lives of more than two thousand children were altered inside that arrangement, most of them for very minor offences, many of them without a lawyer. Ciavarella was sentenced to twenty-eight years, Conahan to seventeen and a half. Robert May spent four years on the documentary and interviewed both judges; Ciavarella still maintains he never jailed children for money. The children and their families speak in it too.
