What Mr. Untouchable Is About
Leroy Barnes ran Harlem through the first half of the seventies, rising from street dealing to head an organisation called the Council that moved heroin and cocaine on the strength of his ties to the Mafia. Marc Levin’s documentary gives the collapse as much room as the rise. After he was imprisoned, Barnes turned on his own associates, became an informant, brought about the arrest of more than a hundred people and walked out through the witness protection programme. He was still inside that programme when the film was made, and speaks with his face concealed. Some of what he says is defence and some of it is boasting, and both go on the record.
