What Koltuk Belası Is About
Zühtü, an unremarkable clerk in the zoning office, is put up as a party candidate in the municipal election and wins by a wide margin. The moment he takes the chair he starts going after bribery, favours and illegal building, which is not at all what the people who got him elected had in mind, and his own party expects him to leave the machinery alone. Kartal Tibet frames the story through the mayor's chair itself: a red leather seat that remembers everyone who has sat in it. Kemal Sunal plays his familiar innocent, this time dropped into local politics, and the 1990 comedy uses him for an open satire of how town halls actually worked.
