What The Mayor of Hell Is About
Boys from a neighbourhood gang are sent to the state reformatory, which is run by Thompson, a hard man on the make who steals from the children's own food budget. Then Patsy Gargan, a former gangster, arrives as deputy commissioner through a political appointment and takes the place over, setting out to run it as a town council the boys elect themselves. It looks as though it might work, and Thompson is waiting for his chance to get the place back. Archie Mayo's 1933 film was made just before the censorship rules tightened and it carries that period's hardness; neither its attack on juvenile prisons nor its ending is softened. James Cagney takes the lead.
