What Si yo fuera diputado Is About
Cantinflas plays a barber who takes law lessons from an elderly neighbour in exchange for haircuts and shaves, then starts using what he has picked up to defend the poor of his district in court. His success pushes him into an election, against a candidate nobody supports except his own bodyguards. Mario Moreno's Cantinflas turned talking at great length while saying nothing into an art form, so thoroughly that Spanish acquired a verb for it, cantinflear. This is one of the films where that style is aimed squarely at politics.
